The Center will conduct research and development, develop human resources, and build a society in "health security," which protects people's health against various crises, such as natural disasters, major accidents, infectious disease epidemics, and the silent weakening of social infrastructure.
The Center was established in April 2024 after submitting a budget request to the government to solve cross-disciplinary issues in health security, and is currently strengthening its structure and activities.
- To protect people's health from various crises, we integrate related fields to create evidence, theories, and systems, develop highly specialized personnel, connect them to the implementation of effective measures and strategies, and contribute to strengthening crisis response capabilities, recovery, and preparedness.
- To solve issues related to health crises, this Center acts as a platform that brings together the knowledge and technology of the entire university across fields, promoting collaboration with the Graduate School of Medicine, University Hospital, Disaster Prevention Research Institute, Graduate School of Law, Institute of Economic Research, Institute for the Future of Human and Society, Institute of Medical Science, and other related departments.
- We strengthen personnel exchanges and collaborations with leading institutions in policy and practice both domestically and internationally, enhance the hub function of networks for human resource development, research and development, and practice. The Center consistently addresses the cycle of emergency response during health crises, support for evacuees, support for responders, promotion of recovery, enhancement of preparedness and pre-planning, and strengthening social resilience.

【Collaboration Scheme】
We aim to strengthen personnel exchanges and collaborative efforts with institutions such as the National Institute of Infectious Diseases, the National Center for Global Health and Medicine (National Research Institute for Health Crisis Management), the National Institute of Public Health, the National Hospital Organization Disaster Medical Center, the DMAT Headquarters of the Ministry of Health, Labour and Welfare, the Japan International Cooperation Agency (JICA), key disaster base hospitals, prefectural governments, public health Centers, municipalities, government ministries including the Ministry of Health, Labour and Welfare, international organizations such as the World Health Organization (WHO) and the United Nations Office for Disaster Risk Reduction (UNDRR), and leading universities worldwide (including planned collaborations). Through these efforts, we aim to establish close connections in personnel exchanges, joint research, human resource development, and activities.

Promote collaboration among the Graduate School of Medicine, the School of Medicine Hospital, the Disaster Prevention Research Institute, the Graduate School of Law, the Institute of Economic Research, the Research Institute for Human and Social Futures, the Institute for Medical and Biological Sciences, and other related departments.
- Strengthen personnel exchange and collaboration with leading domestic and international policy and practice institutions, and enhance the hub function of human resource development and research and practice networks, Consistently work on the cycle of emergency response in the event of a health crisis, support for evacuees, support for supporters, promotion of recovery, strengthening preparedness and advance planning, and strengthening social resilience.
